　　澳洲警方接报，得知有人停止贩毒活动。他们在悉尼拘系了一位来自香港的华裔毒贩温霑（洪金宝 饰）。由于与温霑接应的毒贩逃走时撞车丧命，而温霑又拒绝流露幕后主脑，澳洲警方遂将他交给香港督察方盛龄（王羽 饰）观察。
　　
　　在方盛龄的严刑逼供下，温霑终究交接了幕后主使，乃贸易巨擘威尔顿。温霑在被押送法庭的途中，遭威尔顿派来的职业杀手射杀。后来，方盛龄在澳洲女记者的帮助下找到了威尔顿，并从威尔顿的保镳身上发现红龙武馆标志。方盛龄单独到武馆观察，深入虎穴，终极将威尔顿绳之于法。
