　　这是按照香港昔时颤动一时的王德辉绑架案改编。香港富翁王一飞（罗家英 饰）自上次被绑架平安返来后，现在再度遭到绑架了！警局高层高度关注此案，此案的材料甚至视为高度机密。年轻有为的陈帮办（成龙 饰）负责侦察此案，由于多日来毫无眉目，他只能去就教之前将王一飞从劫匪手中救回了的老差人洪爷（郑则士 饰）。                                    
                                洪爷为陈帮办供给了很多办案思绪，陈帮办按照洪爷的指示一步步追踪案件的真相。可是，随着案件逐步进入飞腾，陈帮办忽然发现自己似乎被暴徒玩弄于股掌，他的一举一动暴徒居然了如指掌！暴徒究竟有何本事令到陈帮办频频受挫？
