　　震动全国的强奸幼女案，在怀疑人被击毙后，差人厅压力重重。在青瓦台，总统关注下，差人厅长决议让毫无布景的崔哲基警长（黄正民 饰）了结此案，并许诺事成即可升迁。崔哲基找到了线人张锡邱（刘海镇 饰）。此前，他曾以竞标行贿罪拘留了房地产富翁金会长，帮张锡邱拿到了海东大厦的一切权。所以张锡 邱也答应崔哲基找人顶包。他威胁迷惑，迫使第二怀疑人李东石认罪。而崔哲基没想到，张锡邱遭到金会长搬弄后，竟派人在高尔夫球场暗杀了他，并拍下了检察官柱阳（柳承范 饰）与金会长碰面的照片。而柱阳收到照片如惊弓之鸟。他在紧盯案件进程中，意外发现了崔哲基与张锡邱的不妥买卖，而他也向崔哲基提出了另一个买卖。因而，一场由检察官、差人、线人配合归纳的古怪戏码起头了……
